Cooperation with Korea: Joint research and development on digital technologies

Over a period of five years (2026-2030), developments are planned in six core digital fields (including artificial intelligence, AI semiconductors, 5G/6G, cyber security, quantum networks/technology, and digital content). The objectives are long-term and strategic cooperation between German and Korean scientific partners, as well as industrial cooperation for the further development of scalable solutions and ultimately commercialisable products.
Cooperation with the Korean IITP
The Kaiserslautern-based DFKI submitted its letter of intent to the Institute of Information & Communications Technology Planning & Evaluation (IITP) of Korea in November 2025. In May 2025, the DLR's Institute for AI Safety and Security had already submitted a letter of intent.
The background to the declarations is the Korean Digital Tech Alliance R&D Program, which became available to German partners following the annual meeting of the Korean-German Digital Dialogue in January 2025. Further cooperation within the programme is still possible.
Thematic focus of the R&D
DFKI focuses on open-source developments, including quantum informatics, the standardisation of digital cognitive enhancement technologies, trustworthy, reliable and secure AI, and human-robot interactions. The aim is to develop industrial applications and ensure their long-term compliance with international regulations and standards. The DLR sees its cooperation priorities in AI security, quantum AI and physical AI.
The next step is now to translate the letters of intent into legally binding cooperation agreements.

On 3 and 4 November, we joined the Global Market Expansion Program (GMEP) and supported 20 Korean startups to visit the Berlin startup ecosystem. The Secretariat for the Korean-German Digital Dialogue also introduced the Digital Dialogue to the Korean participants to engage in exchange on digital policy, collaboration opportunities and knowledge transfer.
